The Power of Clockwork

Count Borgsturm is an elderly creature whose influence has been waning for decades (due to actions taken by that uppity new Noble, the Power of Transistors, who formed an alliance with the Power of Minerals against him), but he has compensated for this by cultivating an air of elegance. He is one part jovial mentor figure, one part kindly, eccentric philanthropist.
The Count's body resembles, if you will, a kindly old grandfather ... clock, crossed with a giant wind-up toy soldier. His heart is a swinging pendulum, his veins are lubricant and cooling channels, and his soul is the delicate symphony of the whirs, clicks, sproings, and tinkles produced by gears, rachets, springs, and chimes located throughout.
Although, as stated, his power has been waning, he has had a few modern victories. The growth in the steampunk subgenre in the last decade is due in large part to his efforts, for example.

Borgsturm governs actual clockwork. That is, the literal workings of mechanical clocks and pocket-watches ... not mechanisms in general (Automobile Transmissions, for example, are not covered), not things with gears, not time (aside from his gift), and not smooth functioning (things "running like clockwork"). Mechanisms largely similar to clockwork but not actually used in clocks (like old wind-up toys, Difference Engines, and music-boxes) are covered, however.
